Local Leadership ResearchUrban Forum and NAVCA are conducting a survey to explore the relationship between councillors and local community groups. The Government wants stronger relationships between local community groups and councillors. It wants councillors to be better community leaders and it wants the voluntary and community sector to be more involved in making local decisions. The trigger for this research is the Local Government White Paper; Strong and Prosperous Communities, published in October 2006, which sets out the vision for localities in England.
